After 29 Jun 2031 the COE has run out, and a car more than 10 years old gets no PARF rebate even if its COE is renewed. Each row is worked out for the last day of that age, when the COE rebate is smallest; deregister earlier in the row and the COE rebate is a little more. What changed in February 2026

On 12 February 2026 LTA cut the PARF rebate for cars with COEs from the second round of February 2026: 30% of the ARF paid for a car up to 5 years old, falling 5 points a year to 5% between 9 and 10, and capped at $30,000 instead of $60,000. Its reason, in its news release: “As EVs become more commonplace, the need to encourage early deregistration through the PARF rebate is reduced.” Cars with earlier COEs keep their rules.

LTA’s own example (Annex A): a car with an OMV of $100,000 pays $200,000 of ARF. Deregistered between 5 and 6 years old, it got 70%, $140,000, capped at $60,000; under the new rules, 25%, $50,000, capped at $30,000.

The same car under each set of rules, deregistered at up to 5 years old:

Renew the COE, or deregister at 10 years?

A COE lasts 10 years. To keep the car after that you renew it at the prevailing quota premium (PQP): for renewals in November 2026, $129,883 for Cat A and $131,819 for Cat B. A car more than 10 years old gets no PARF rebate, so renewing gives the rebate up for good; and the COE rebate on a renewed COE is worked out on the PQP you paid.

So the choice at 10 years is between the PQP to keep a car you know, and the last PARF rebate (50% of the ARF, or 5% under the 2026 rules) plus the price of a new car and its COE. The calculator shows your car’s last PARF rebate: tap the last row of the table of ages above, or set the deregistration date to the day its COE runs out. How the PQP is worked out, and next month’s

Getting the money

  1. Clear what is owed Any outstanding LTA payments or matters on the car, and the car loan with the finance company.
  2. Deregister and dispose of the car Scrap it at an LTA-appointed scrapyard, keep it at an LTA-appointed Export Processing Zone until it is exported, or export it with LTA-approved documents. The rebates are granted once the car is properly disposed of.
  3. Use it, or cash it Offset the registration fee, ARF, COE and other charges of a new car, or cash it: LTA pays to your GIRO bank account if you have one, otherwise by PayNow to your NRIC, FIN or UEN, within 14 working days.
  4. Within 12 months of the deregistration date, or the rebate is gone. Moving a rebate to someone else costs $20; splitting it costs $21.80 for each new part.

From LTA’s OneMotoring page on PARF and COE rebates (checked 30 Oct 2026), where you can also look up the rebate on your own car with its registration number. We don’t link OneMotoring: its terms don’t allow it without LTA’s written permission.

Who gets no PARF rebate

  • A car more than 10 years old when it is deregistered, including one whose COE has been renewed.
  • A car that was laid up at some point.
  • An imported used car that was more than 3 years old when first registered in Singapore (for cars registered from 1 September 2007).
  • Goods-cum-passenger vehicles, and classic and vintage cars.
  • A taxi, unless it was brand new when registered as a new or replacement taxi and is deregistered within its statutory lifespan of 8, 9 or 10 years.

From LTA’s OneMotoring page on PARF and COE rebates and its news release of 12 February 2026. Any of these can still get a COE rebate if the COE has time left.

Questions people ask

How much PARF rebate will I get?

The PARF rebate is a share of the ARF you paid, set by the car’s age when it is deregistered. For a COE won before the second round of February 2023 it is 75% up to 5 years old, falling 5 points a year to 50% between 9 and 10, with no cap; for COEs from then to the first round of February 2026, the same but capped at $60,000; for COEs from the second round of February 2026, 30% falling to 5%, capped at $30,000. After 10 years there is none. You also get back the unused part of the COE: the QP paid × months left ÷ 120.

Does the February 2026 cut apply to my car?

Only if its COE was won in the second round of February 2026 or later (for a car that needs no COE, such as a taxi, if it was registered on or after 13 February 2026). Cars with earlier COEs keep the rules they were bought under. Pick your car’s COE round in the calculator and it uses the right set.

When does my PARF rebate drop?

On each anniversary of the car’s first registration from the fifth: the rate falls by 5 percentage points a year, and after the tenth there is none. The calculator gives the date for your car and makes a calendar reminder for 30 days before it. LTA’s wording is “not more than 5 years”, “above 5 but not more than 6 years” and so on; if you are near an anniversary, don’t leave it to the last day.

What is the COE rebate?

The part of the COE you haven’t used: the QP you paid × the months left ÷ 120. LTA’s own example: $16,897 paid, deregistered on 2 January 2013 with the COE running to 5 June 2015, leaves 29.1 months, so $16,897 × 29.1 ÷ 120 = $4,097. You get it on top of the PARF rebate.

What do I get back if I scrap my car?

The PARF rebate (if the car is 10 years old or less) plus the COE rebate (if the COE has time left), from LTA. Anything a dealer or scrapyard pays you for the car itself is separate. The calculator adds up LTA’s two rebates for the day you choose.

Do I lose the PARF rebate if I renew my COE?

Yes. The PARF rebate is only for a car deregistered at 10 years old or less, so once you renew at 10 years the car can no longer get one. Renew or deregister has this month’s PQP.

Do VES or EEAI rebates change my PARF rebate?

Yes: LTA works the PARF rebate on the net ARF you paid, after rebates such as the VES rebate. If you know the ARF on your car’s record, use that; if not, the calculator can estimate it from the OMV, less the rebate you put in.

How long do I have to use the rebate?

12 months from the deregistration date. You can put it towards a new car’s registration fee, ARF and COE, or cash it: LTA pays to your GIRO account, or by PayNow, within 14 working days. Getting the money

How we work it out

  • The rules are LTA’s, typed in by us from its news release of 12 February 2026, its worked example, and its OneMotoring pages on PARF and COE rebates and on vehicle taxes (the ARF tiers), checked 30 Oct 2026. A job reads the percentages and caps off LTA’s rebate page every day and compares them with ours: they matched on 30 Oct 2026.
  • The QP for each round and today’s PQP come from LTA’s data on data.gov.sg, read by the same job as COE results.
  • Age: we put a car deregistered on its fifth anniversary in “not more than 5 years”, and one deregistered the day after in the next band, reading LTA’s wording as it stands; if you are near an anniversary, don’t leave it to the last day.
  • The ARF from the OMV is an estimate: LTA’s tiers for the period, less any VES or EEAI rebate you put in, but not below $5,000 ($0 for a fully electric car registered 2022 to 2027), as LTA’s tax page sets out. The ARF on your car’s record is what LTA uses.
  • Not covered: taxis (their own lifespans and the PQP), Off-Peak and Revised Off-Peak Cars (their COE rebate is on the QP after the upfront rebate), goods-cum-passenger vehicles, classic and vintage cars, and laid-up cars, which get no PARF rebate. LTA’s own lookup gives your car’s exact figure.
  • The calculator runs in your browser: nothing you type is sent anywhere, and the reminder is a calendar file made on your device.
  • Numbers.sg is not connected to LTA, any car dealer, scrapyard or bank, no one pays us, and this page has no affiliate links. See our disclaimer, how we get our numbers and corrections.
