PQP: what renewing a COE costs next month

The Prevailing Quota Premium (PQP) is what you pay to renew a COE instead of bidding. For renewals in November 2026:

PQP by category
CategoryPQP, November 2026Change
Cat A Cars up to 1,600cc and 97kW (130bhp); electric cars up to 110kW (147bhp)$129,883up $1,168
Cat B Cars above 1,600cc or 97kW (130bhp); electric cars above 110kW (147bhp)$131,819up $203
Cat C Goods vehicles and buses$91,814down $800
Cat D Motorcycles$11,392up $231
How November 2026’s PQP is worked out

LTA takes the premiums of the last six rounds (three months) and averages them. Cat A: (123,890 + 128,501 + 133,009 + 131,890 + 130,001 + 132,004) ÷ 6 = 129,882.50, rounded up to the dollar: $129,883.

Oct 2026 (1)$130,001$130,100
Oct 2026 (2)$132,004$131,901

PQP worked out by us from LTA’s results, the way LTA does it: the mean of the last six rounds, rounded up. It matches the Cat A PQP LTA reports through SingStat (table M651121) in 197 of 197 months since 2010, LTA publishes each month’s PQP after the month’s second round; it applies to renewals the month after.

Which COE category is my vehicle?

Pick an example or put in your vehicle. You get its category under LTA’s rules today, why, and what that category’s COE closed at.

Start from an example

Cat A Cars up to 1,600cc and 97kW (130bhp); electric cars up to 110kW (147bhp)

Both are within the limits: 1,496 cc (up to 1,600) and 88 kW (up to 97 kW). A Cat A COE closed at $132,004 on 21 Oct.

A Cat E (open) COE can be used instead; it closed at $135,790.

The rules LTA uses
  • Cat A: cars up to 1,600 cc and up to 97 kW (130 bhp); fully electric cars up to 110 kW (147 bhp).
  • Cat B: cars above 1,600 cc or above 97 kW; fully electric cars above 110 kW.
  • Hybrids count as non-fully-electric cars: engine size and power both apply.
  • These rules apply to COEs from the May 2022 1st bidding exercise. Power is the vehicle’s maximum power output as LTA registers it; check the figure for your exact model and variant.

LTA’s proposal: one category for cars

Proposed, not decided. On 8 October 2026 LTA asked the public whether to merge Cat A and Cat B into one category for cars, with a fee or rebate on top set by the car’s value (the median Open Market Value of its model): lower-value cars would get a rebate, mid-range cars nothing, higher-value cars a fee. It is asking whether to use three or five bands, how large each should be, whether renewals would be included, and whether Cat E should be removed or kept for cars only.

The consultation closes at 11.59 pm on 2 November 2026. LTA says its review should finish by the end of 2026, with its findings and recommendations by the first half of 2027. No start date has been given, so today’s categories, quotas and the checker above still apply.

Why now: LTA says engine size and power no longer separate mass-market cars from higher-value ones, especially with electric cars built to fit Cat A’s limits, and that Cat A’s premium was above Cat B’s on three occasions between February and June 2026. In LTA’s results, Cat A has closed above Cat B in 4 rounds of 2026 so far, and in 22 rounds since 2010 (listed below).

From LTA’s news release of 8 October 2026 and the consultation on REACH. We’ll update this box and send a COE alert when LTA announces a decision.

Where the number comes from: the cars and motorcycles taken off the road. Since February 2023 each quarter’s quota is the rolling average of deregistrations over the previous four quarters (LTA counts a quarter of the year’s total), less deregistrations LTA has already earmarked to redistribute, plus small adjustments (taxis, expired temporary COEs, the Early Turnover Scheme); Cat E gets 10% of what comes from Cat A, B and C. LTA has set growth in the number of cars and motorcycles at 0% a year until 31 January 2028 (0.25% a year for goods vehicles and buses).

From LTA’s quota tables (Annex A, PDF) and its news release of 26 October 2026. “About a round” is the quarter’s quota divided by six; LTA’s actual quota each round varies a little, as the results show.

Wait a round? How far premiums move

Thinking of waiting a round for a lower premium? History can’t say which way the next round goes, but it shows how much is usually at stake. Over the last 48 rounds, Cat A moved by more than $5,000 in 13 and by more than $10,000 in 2; it went up in 27 and down or stayed in 21.

Questions people ask

What are the latest COE prices?

In the second round of October 2026, which closed on 21 October 2026, the COE premium was $132,004 for Cat A (up $2,003) and $131,901 for Cat B (up $1,801). Cat C closed at $92,200, Cat D at $10,778 and Cat E at $135,790. The next round closes at 4 pm on Wednesday 4 November.

When is the next COE bidding?

Rounds open at 12 noon on Monday and close at 4 pm on Wednesday, twice a month, usually in the first and third weeks; public holidays move some of them. The dates of the next rounds are above, from LTA’s schedule, with a calendar file for the next one.

What is the PQP, and how is it worked out?

The Prevailing Quota Premium is what you pay to renew a COE instead of bidding for a new one. It is the average of the last six rounds’ premiums (three months), rounded up to the dollar, and changes every month. LTA publishes it after each month’s second round, and it applies to renewals the month after. This month’s PQP and the sum are above.

Is my car Cat A or Cat B?

A petrol, diesel or hybrid car is Cat A if its engine is up to 1,600 cc and its power up to 97 kW (130 bhp); above either limit, it is Cat B. A fully electric car is placed by power alone: Cat A up to 110 kW (147 bhp). The checker works it out for yours.

Why is Cat A sometimes higher than Cat B?

LTA says more buyers are now competing for Cat A COEs, partly because cars, especially electric ones, can be built to fit Cat A’s engine and power limits, which has narrowed the gap with Cat B. It is consulting on merging the two. Every round where Cat A closed above Cat B is listed above.

Can I use a Cat E COE for a car?

Yes. Cat E is open to every kind of vehicle except motorcycles, so a Cat E COE can be used for a car or a goods vehicle. It usually costs about as much as Cat B or more: from January 2010 to October 2026, Cat E closed within 5% of Cat B’s premium, or above it, in 396 of 398 rounds. This round’s is in the table at the top.

Why does the number of COEs change?

The quota follows the vehicles taken off the road: each quarter’s quota is based on deregistrations over the previous four quarters, with no growth allowed in the number of cars and motorcycles. This quarter’s quota is above, from LTA’s own tables.

How we get these numbers

  • A job reads LTA’s COE results on data.gov.sg every 10 minutes from 4 pm to 9 pm on the day each round closes and the day after, and once a day otherwise. A round is refused unless all five categories have it and every premium is in a sensible range; the page then keeps the last good read and says when it was.
  • The PQP is worked out by us from the results, as LTA does it (the mean of the last six rounds, rounded up to the dollar), and checked against the Cat A PQP LTA reports through SingStat: 197 of 197 months match.
  • The quota comes from LTA’s quota tables (a PDF we read each day); the bidding dates, the category rules and the consultation are typed in by us from LTA’s schedule and releases and checked on 30 Oct 2026. Today’s dollars use SingStat’s CPI.
  • From the next round, we note here how many minutes after bidding closed we first read the results.
  • LTA’s results are under the Singapore Open Data Licence. Numbers.sg is not connected to LTA, any car dealer or any bank, no one pays us, and this page has no affiliate links. The category checker runs in your browser; nothing you type is sent anywhere. See our disclaimer, how we get our numbers and corrections.
