Business loan requirements and rates in Singapore, lender by lender

What each Singapore lender says it needs before it lends to your business, and what it charges, read from the lenders’ own pages and Enterprise Singapore’s.

Government share of the risk, EFS working capital loans

70% to 31 Mar 2027

Normally 50%. A bigger share means lenders take less risk on the loan; you still repay all of it. Up to $500,000 a borrower, over up to 5 years.

How the scheme works

Enterprise Singapore. EFS working capital loan

$100,000 over 3 years, at published starting rates

6.00%–13.23% effective a year

6 loans that publish a rate and how it is charged, with their published fees (DBS’s fee isn’t published). A rate quoted as “simple” comes to nearly twice that as an effective rate.

How to apply: through any lender marked EFS, or on Enterprise Singapore’s ESIMS portal with Corppass. The 70% risk share runs to 31 Mar 2027. Enterprise Singapore

In short

Lenders that publish their rules want a business registered and operating in Singapore, and government-backed (EFS) loans need it at least 30% owned by Singaporeans or PRs. Some add more: UOB’s BizMoney needs 1 year in business, OCBC’s SME Working Capital Loan and Maybank’s Business Term Loan 2 years, Funding Societies 6 months and S$500,000 of sales, Standard Chartered 3 years and S$750,000 of sales. We have read 17 of the 18 lenders below (23 loans); 11 publish rules of their own, and the rest list none before you apply.

Read from each lender’s own page on 3 Nov 2026. EFS: a loan under Enterprise Singapore’s working capital scheme, which adds its own rules (30% local shareholding, SME size). “No LLPs”: the lender lists sole proprietors, partnerships and private limited companies only. Lenders change their terms without notice; the lender’s offer letter is what counts.

The same loan at each published rate

Worked out by us from each lender’s published starting rate and fees, read 3 Nov 2026; the rate you are offered may be higher. Effective rate: the monthly rate at which the payments and fees equal the cash you receive, times 12. Our check: DBS says its 6% equals about 3.2% simple interest on $100,000 over 5 years, and our sum gives 6.00%. Left out: Standard Chartered (it publishes only a 9% board rate that offers are measured against), Funding Societies (up to 18 months; from 0.8% a month) and lenders that publish no rate.

Why the rates don’t compare as quoted

Lenders quote business loan rates three ways, and the same loan can look cheap or dear depending on which one you read:

  • Simple (flat) rate. Interest on the whole sum for the whole term, even after you have repaid most of it. MariBank quotes this way. Over 3 years a simple rate comes to nearly twice as much as an effective rate: 4.5% simple is about 8.4% effective before fees.
  • Effective rate (EIR). Interest on what you still owe, plus fees, as one yearly rate. DBS quotes its 6% this way and says it equals about 3.2% simple interest on S$100,000 over 5 years; our sum agrees. GXS gives both: 4.99% a year, EIR 9.32%.
  • Board rate plus a margin. UOB’s BizMoney is its Business Board Rate (8% now) plus 2.88%. The rate moves when the board rate moves, and the fees (2% plus S$500 a year) come on top.

To compare two offers, ask each lender for the effective rate including all fees, on the same amount and term. Fees count: a 2% fee taken at the start raises the effective rate of a 3-year loan by more than one percentage point.

The government-backed loan: EFS working capital

Under the Enterprise Financing Scheme – SME Working Capital Loan (EFS-WCL), Enterprise Singapore takes a share of the loss if a business can’t repay, so lenders can lend more readily. You still owe all of it: “The borrower is responsible to repay 100% of the loan amount”.

  • Up to $500,000 a borrower over up to 5 years, and $5,000,000 for a group of companies.
  • Enterprise Singapore’s share of the risk: 50%, 70% for young enterprises (firms formed within the past 5 years with at least 1 employee and more than 50% equity owned by individuals). “From 1 Sep 2026 to 31 Mar 2027: Risk share for all enterprises will be 70%.” It was announced on 29 July 2026.
  • Who can apply: “ACRA-registered Sole Proprietorships, Partnerships, Limited Liability Partnerships and Companies are eligible to apply”, registered and operating in Singapore, with group sales of up to $100 million or up to 200 staff, and “Company has at least 30% local equity held directly or indirectly by Singaporean(s) and/or Singapore PR(s), determined by the ultimate individual ownership”.
  • The rate is the lender’s: “Subject to participating FIs’ assessment of risks involved”.
  • How to apply: through any of the 16 lenders in its list (in the table above), or on Enterprise Singapore’s ESIMS portal with Corppass, choosing a lender.

Enterprise Singapore: EFS working capital loan, read 3 Nov 2026.

The working capital loan is one of seven EFS loan types, with others for equipment and premises, trade, won contracts, buying a company, venture debt and green projects: every EFS loan type, who qualifies and which lenders offer each.

Business loans in Singapore

Questions people ask

What are the requirements for a business loan in Singapore?

Lenders that publish their rules want a business registered and operating in Singapore. For a government-backed EFS loan, at least 30% must be owned by Singaporeans or PRs and the group must be an SME (sales of S$100 million or less, or 200 staff or fewer). Some lenders add a minimum time in business or minimum sales: see the table.

Which bank gives a business loan most easily?

No lender publishes its approval rate, so no one can say. What lenders do publish are their minimums. Of the loans we read, OCBC’s Business First Loan and Funding Societies ask for the shortest time in business (6 months; Funding Societies also wants S$500,000 of sales); UOB and GB Helios ask for 1 year; OCBC’s SME Working Capital Loan and Maybank’s Business Term Loan 2 years; Standard Chartered 3 years and S$750,000 of sales. DBS, HSBC, CIMB, RHB, Hong Leong Finance, MariBank, ANEXT, GXS, IFS Capital, ETHOZ, Sing Investments & Finance and Maybank’s EFS loan publish no minimum time or sales. Check your own business.

Can a new business get a loan?

Most lenders here publish no minimum time in business (DBS, HSBC, CIMB, RHB, Hong Leong Finance, MariBank, ANEXT, GXS, IFS Capital, ETHOZ, Sing Investments & Finance and Maybank’s EFS loan). OCBC’s Business First Loan is only for businesses 6 months to 2 years old, and Funding Societies starts at 6 months. In normal times Enterprise Singapore says young enterprises “may receive” a bigger risk share (70%), and from 1 September 2026 to 31 March 2027 every business gets 70%.

Can a foreign-owned company get an EFS loan?

Only if Singaporeans or PRs own at least 30% of it, counted through to the people at the top: “determined by the ultimate individual ownership”, in Enterprise Singapore’s words. Loans outside the scheme may not have this rule; Standard Chartered’s Business Instalment Loan asks for 50%.

Do I need collateral or a guarantor?

Most of these loans need no collateral (OCBC, Maybank and GB Helios say so in as many words). Many need a personal guarantee from the directors or owners: DBS says guarantors are required, UOB that a personal guarantee may be required, Standard Chartered that personal guarantees are required, and IFS Capital that its loans are secured by directors’ personal guarantees. A guarantor is personally liable if the business can’t repay.

Can I take EFS loans from more than one bank?

Yes, but the total across all lenders is capped at S$500,000 a borrower (S$5 million for a group), as DBS and Enterprise Singapore both say.

Can I repay early?

It depends on the lender. DBS’s working capital loan, OCBC’s two loans, MariBank, ANEXT and GXS charge no early repayment fee. Standard Chartered charges 3% on a part prepayment of its Business Instalment Loan, and 5% to repay in full in the first 12 months.

How we check these numbers

  • Every rule, limit, rate and fee is read from the lender’s own product page, linked next to it, and quoted where the words matter. Read on 3 Nov 2026, and every week from 10 Nov (update schedule). Enterprise Singapore’s rules are from its EFS working capital loan page.
  • Comparison sites often show different figures for the same loan. We use only the lender’s own page; where it says nothing, we say “not stated” rather than fill the gap.
  • OCBC’s and Maybank’s sites turn automatic readers away, so we read them by hand in a browser. Where a lender’s site has moved we say so rather than guess: ORIX Leasing’s address now opens ETHOZ Group’s site.
  • The cost table and effective rates are worked out by us from the published rate and fees. Our sum gives DBS’s own example (6% effective equals about 3.2% simple) and GXS’s (EIR 9.32%) to within 0.01%.
  • No lender pays us, the page has no affiliate links, and we don’t arrange loans or pass on your details. The matcher runs in your browser and sends nothing you type. Not financial advice: see our disclaimer and corrections.
